The World Anti-Doping Agency (WADA) will investigate allegations by a retired physician that systematic doping took place in Chinese sport during the 1980s and 1990s, the international anti-doping agency said in a statement.In a programme on German channel ARD at the weekend, Xue Yinxian, who worked with several Chinese national teams, called for all medals awarded to the nation’s athletes during that period to be withdrawn.The 79-year-old, who made similar allegations in 2012, said “medals were showered in doping” and claimed around 10,000 Chinese athletes had used banned substances.Xue, who is claiming asylum in Germany, alleged that she was sacked after refusing to administer banned substances ahead of the 1988 Seoul Olympics.”The Agency will ensure that, if action is warranted and feasible under the World Anti-Doping Code, the necessary and appropriate steps will be taken,” WADA said.”As a first step, the Agency has asked its independent Intelligence and Investigations (I&I) team to initiate an investigative process in order to collect and analyse available information in coordination with external partners.”Chinese athletes regularly failed dope tests after the country returned to the Olympic fold in the early 1980s but there was concerted effort by the government to crack down on the use of banned substances ahead of the 2008 Beijing Olympics.Russia’s athletics federation, Paralympic committee and anti-doping agency (RUSADA) remain suspended after reports commissioned by WADA alleged state-sponsored doping.

Tourism is awaiting the sign off for the Royal Reef Project from investors and stakeholders, and he urged the developers to move quickly on their final plans.Royal Reef had been stalled and is expected to make a rebound and bring much needed employment opportunities to residents of the country’s two largest islands. Minister Higgs confirmed also that approval was met for the development of a Boutique and Hotel in North Caicos.Meanwhile, plans include the creation of a future terminal in Sandy Point as discussed with the Ports Authority. It is expected that an Environment Impact Assessment will come first for the Sandy Point area. Don’t Limit Yourself to One NetworkTo maximize results, publishers should consider working with multiple networks, says Derek Reisfield, chairman of BBN Networks Inc., a b-to-b ad network. “Some ad networks really approach it like moving volumes of inventory and see it as a commodity and not differentiated,” he adds. The less differentiated it is, the easier it sells, but at a lower price. “Some networks can package your inventory in a way that’s not a premium you get by selling directly, but at a premium to commodity type in the marketplace,” adds Reisfield. “You can get fairly good rates out of that, but it’s harder to sell volume so you probably need to build multiple layers of ad networks to maximize how you will serve those ads.”It’s also important to learn as much about where the ads will be served, as this has led to various problems across the industry. Some networks provide a reach of 400 to 500 sites, which can be valuable to advertisers looking to reach a mass audience. Others are on the smaller scale and provide exclusivity.CPMs vary wildly in the ad network arena. They can be as low as a few dollars and upwards from there. Complex Media’s CPMs start at $15 and go up depending on whether there are rich media units or other factors, Antoniello says. Some of BBN’s products have rates well in excess of three figures, according to Reisfield. Use It or Lose ItPublishers have to realize that an unused ad impression is a perishable asset. “As soon as that impression is served—if it’s not served with a purpose—it’s gone,” Reisfield says. “It’s like an airline seat—if you don’t board the plane, it’s gone. You may decide you don’t want to sell at x price, but that’s an asset and you need to do something with it.”There are several things a publisher can do to manage ad inventory that goes beyond just setting a price, Reisfield says, sticking with the airline analogy. “What the airlines do is very sophisticated at this point,” he says. “When you start understanding the different levers they can pull, you think about business in a different way.” Like airlines, publishers can boost inventory at times of peak demand, by increasing the number of impressions generated and increasing the CPM.What To AvoidThere are some potential pitfalls to avoid when choosing to participate in an ad network too. “Ad networks arbitrage inventory and data and compete head-to-head with your own direct sales efforts against the same client lists,” says Kirk McDonald, president of Time Inc. Digital. McDonald launched and oversees Time Axcess, a branded network solution offered by Time Inc.McDonald says some of the deals out there are flat-out bad for business. “For less sophisticated buys, that don’t put value on the brand associations and audience context, ad networks can seem like a good deal,” he says. “These buyers are missing the appreciation of audience in context and the emotive value inherent in advertising. This trend to push algorithms to answer complex media placement questions drives commoditization in digital display media. This is bad for publishers today and eventually bad for buyers tomorrow.”McDonald’s solution is to highlight the complementary relationship between the buying based on audiences and the buying based on placement and sponsorships. “It’s not an ‘either/or’, it is an ‘and’,” he says, “and publishers can and should provide both to their valued clients.”SIDEBARSemantic Ad TargetingThe new trend in online advertising is semantic targeting, which uses technology to understand in a broad and deep way the meaning and sentiment of text, according to James Oppenheim, chief marketing officer of tech firm Peer39, a specialist in this field. “We can go to a page of text and understand what the page is about on a very high level,” he says.The key to semantic targeting revolves around the basic principle that advertising does better when a message of advertising is in harmony with the content of the page. Oppenheim compares semantic targeting to contextual targeting, which he says is key-word-driven and -based, and therefore, limited. “Everyone has seen ads that have funny adjacencies,” he says, noting golf ads surrounding the Tiger Woods scandal, for example. “All of these challenges in the contextual arena negatively affect ad results. When advertisers have less than good results because of this, it drives CPMs down. You don’t have advertisers spending more for poorly targeted ads.” Oppenheim says semantically targeted ads command higher CPMs, have greater reach and deliver higher results. The ad network space is a confusing marketplace these days. While there’s much talk about the decline of ad networks and some are outright closing shop—Yahoo! recently shuttered its small-publisher ad network—still others are thriving. Now more than ever, publishers have to know how to maximize opportunities and avoid the pratfalls in this space.Ad networks are still a good choice for publishers looking to attract larger advertisers. They provide reach and scale that simply may not be attainable by the traditional means of a direct sale, especially for those looking to go beyond endemic categories. When getting started, ask to speak with four or five publishers involved in the ad network to gauge their experience, says Rich Antoniello, CEO of Complex Media, which has 39 publishers in its network. “If the network won’t provide that, don’t work with them,” he says. It’s also important to know which companies are involved in the network. “What other brands do you want to be rubbing shoulders with?” says Antoniello. “Other sites in the network will be representative of the quality and the way people will evaluate you.” Transparency in this space is critical and Antoniello warns against choosing a partner that is foremost a technology firm outsourcing the creative content.
Design work on a project to outfit dozens of building with solar panels and install a battery storage system at Fort Hunter Liggett is scheduled to begin shortly, putting the central California Army Reserve installation on a path to net zero energy use.The $22 million project, funded through the energy conservation investment program, includes 5 megawatts of photovoltaic power generation and a 3-megawatt-hour battery energy storage system. The 5-megawatt solar project will include about 500,000 square feet of roof-mounted photovoltaic arrays.Combined with a 2-megawatt array already operating and a 1-megawatt array under construction, the newest project will enable the 165,000-acre post to produce all the energy it consumes, Todd Dirmeyer, the installation’s energy manager, told the Army Engineering and Support Center, Huntsville Public Affairs.Fort Hunter Liggett will be the first installation to achieve net zero through an ECIP-funded project, according to the Corps’ Karen Moore.Since last year, the installation has been running a 1-megawatt-hour batter storage system, according to Dirmeyer.“The battery storage is part of the net zero equation — right now we charge it during the day with any excess solar we have, and we discharge it at night to help meet our off-peak loads — but it’s also part of our energy security solution,” Dirmeyer said. “We are working parallel paths toward net zero and energy security.”“I would like for us to be a model for this country and the world to follow. And over half of these social workers have earned an advanced certification in hospice and palliative care through the NASW. Electrification and SUVs are all the rage right now, so it’s fitting that Infiniti’s first foray into the EV market will be with an electric SUV. The Infiniti QX Inspiration concept, which debuted Monday at the 2019 Detroit Auto Show, gives us an idea of how that eventual production vehicle will appear. In short, it looks great, thanks to a well-done front fascia that makes a striking first impression. Infiniti’s designers were able to figure out how to design a fetching, grille-free electric vehicle. In the grille’s absence is a light-up, three-dimensional Infiniti logo framed by the outline of a grille that’s complemented by complex sculpting. This execution lies in stark contrast to other EVs, which simply look like they’re victims of rhinectomies. The complex sculpting continues into the doors. An upswept, carved-out character line prevents the SUV’s tall doors from looking slab-sided. The overall profile is beautified with a tapered, floating roofline that falls into an aggressively angled D-pillar garnished with a vermilion signature line. Don’t be surprised if that swath of vermilion ends up on the D-pillars of future Infinitis. Out back lies a full-width, arching tail lamp that echoes the look of the rear lights on the Audi Q8. That’s not a bad thing, because overall, the QX Inspiration is quite handsome, especially with a set of 22-inch wheels rounding out the exterior. The lack of a space-devouring internal-combustion engine up front meant Infiniti’s designers could create a cab-forward design, while still having small front and rear overhangs. As a result, the QX Inspiration boasts a wheelbase of 112.2 inches. That’s comparable to a midsize crossover, but the QX concept’s 183.1-inch length is more in concert with that of a compact crossover. Combine that with a 64.2-inch height, and you have the makings of a vehicle with an impressively roomy interior that’s also dressed up quite nicely. The panoramic sunroof is louvered with Japanese red cedar, so when sunlight filters through, you get a film-noir effect. That louvered theme is repeated on the center console, which features Tuscan Bianco Carrara marble that fades and strakes into black as it approaches the display screen at the leading edge of center console. Manuel Carrillo III/Roadshow That screen is surrounded by four other displays: one inside the steering wheel hub, two in the extra-wide instrument cluster and one ahead of the front passenger. The sofa-style back seat, meanwhile, is purposely devoid of tech touches in order to give rear passengers a respite from screen overload. Instead, there’s a flower vase at the center console’s trailing edge, right in front of a cushion-mounted control panel, along with a desktop-style lamp adorning the right-rear door. Underneath that posh interior and its even posher floor — upholstered in suede — sits a battery pack that sends power to four electric motors, two at the front axle and two at the rear. Beyond the fact that this is an all-wheel-drive, electric SUV, that’s about all the powertrain info Infiniti is offering at this time. The only other tidbit is that this concept is also designed for autonomous driving, which means its pedals and screen-equipped steering wheel are designed to retract whenever the driver places the car into its autonomous setting. Infiniti is mum on when we’ll see the production version, but it wouldn’t be far-fetched to expect it to land at some point during the 2020 auto show season. Embarrassing moments are piling up by the dozen for political parties as the fifth phase of the Lok Sabha elections is just around the corner.The most recent incident took place on May 11, Saturday, in Telangana when Congress MP Hanumantha Rao got into a fight with a local Congress party leader, Nagesh Mudiraj, and their entire scuffle was filmed. They only stopped when other leaders came in between and physically put an end to the fight.The incident happened during a meeting organised by the Opposition parties to rally against the TRS government and the irregularities of the results of the state board examinations which led to the suicides of 22 students. The opposition parties included Telugu Desam Party, Left and Congress.The TRS government had set up a committee last month to look into the IT firm which was involved in the publication of the exam results. Many students had resorted to suicide after their intermediate exam results showed that they had failed the exams.
