Report shows alcohol related hospital visits a big problem in Northwest Territories

first_imgCharlotte Morritt-Jacobs APTN National NewsTwo years ago, Statistics Canada reported that the Northwest Territories had the highest number of people in the country who reported heavy drinking.Fast forward to today, a national study is suggesting the Territory also has the highest rates of alcohol-related hospital visits.More hospital beds are being taken up by patients dealing with alcohol harm.According to a new report 475 hospitalizations in the NWT last year were caused entirely by alcohol.That’s five times the national rate – more than anywhere else in the country by per capita.“Often I am contacted to go to the hospital probably once or twice a week to go up and see someone who has had problems and is in need of treatment,” said Rick Alexander, a substance abuse councellor.The study, Alcohol Harm in Canada, was completed by the Canadian Institute for Health Information.It shows residents were hospitalized for issues such as alcohol poisoning, withdrawal, liver disease and chronic alcohol abuse.And that men are more likely to be hospitalized because of alcohol – but there were more teenage girls admitted to hospitals over teenage boys.The trend extends across theNorthh – Yukon comes in as second highest in Canada followed by Nunavut per captia.Where one lives in the territories also had an impact on hospital visits.Higher hospitalization rates were seen in lower-income, remote and northern areas.“We surveyed a number of Canadians and asked them over a two year period how often do you havea conversationwith your primary healthcare provider about your smoking habits or drinking habits,” said study author Geoff Haynes. “What we found was over 70 percent of Canadians had a conversation with their doctor about smoking habits whereas less than 30 percent had conversations about alcohol.”Similiarly, Alexander also sees strength in numbers when it comes to social service support.“Certainly we don’t need more money thrown at it. money is not the issue. collaborative care and collaborating with other organizations in treating a very complex disorder is important. assessment and referral are important as well,” said Alexander.While many remote communities in the northare dry, it all-too-often that residents north of 60 hear of massive bootleg busts.“The more available it is, the more likely people are going to drink. particularly people who are at risk of drinking,” said Hayes. “The government is trying to balance the economic benefits of alcohol with limiting the health and social harms.”The way that you access services differs depending where you live.Admidst the startling numbers – the Northwest Territories has no detox or rehab centres. Green court raps officials over action plan on noise pollution

first_imgNew Delhi: The National Green Tribunal has rapped the police and the district adminstration over their action plan to check noise pollution in West Delhi and termed the ATR as “inaction report”.A bench headed by NGT Chairperson Justice Adarsh Kumar Goel said the DCP and the SDM are merely avoiding the responsibility and shifting the burden to the Delhi Pollution Control Committee (DPCC) or others. DCP Deepak Purohit and SDM Nitin Jindal, who were present at NGT, informed the tribunal in their action report that an exclusive website and a helpline were being be developed by DPCC. Also Read – After eight years, businessman arrested for kidnap & murderIt had also been asked to undertake programme of awareness and a separate head has been created for the calls relating to noise pollution. “We find that the action taken report (ATR) is in fact ‘Inaction Report. It is difficult to accept that only DPCC can create awareness or that only DPCC can create website and DCP and SDM are unfit for the job,” the bench said. first_imgLondon: After a turbulent first season at Chelsea, Maurizio Sarri goes into Thursday’s Europa League semi-final against Eintracht Frankfurt savouring some much-needed breathing space. Sarri has spent most of the campaign engaged in a struggle to win over his sceptical players and fans. At one stage, it appeared the Chelsea manager was fighting a losing battle as a miserable run of results sparked reports he was on the verge of the sack. Amid reports that Chelsea’s stars were sick of Sarri’s inflexible game-plan, monotonous training sessions and habit of criticising them through the media, the nadir came in February when Blues goalkeeper Kepa Arrizabalaga refused to be substituted during the League Cup final defeat against Manchester City. Sarri has side-stepped one crisis after another just deftly enough that he has emerged from a bleak winter with his prospects of avoiding the axe looking brighter after Chelsea secured a top four finish in the Premier League last weekend. With a place in next season’s Champions League sealed with a game to spare, Chelsea can turn their attention to winning the first trophy of Sarri’s reign. A 1-1 draw in the semi-final first leg away to Eintracht has put Chelsea in a good position for the return leg at Stamford Bridge. Winning the final, against Arsenal or Valencia in Baku, would strengthen the Italian’s hopes of convincing the Chelsea hierarchy he deserves more time to impose his philosophy on a squad that has so far been unable, or unwilling, to adapt to ‘Sarri-ball’. There remain doubts in some quarters about Sarri’s ability to make his tactics work in the Premier League after the former Napoli manager’s troubled year. Commentary student athletes should have choice of when to go pro

Since the beginning of collegiate athletics and the birth of the NCAA, a war has been waging.Should student athletes be paid?These players, particularly in football and basketball, help bring in potentially millions of dollars at major universities, but because of NCAA restrictions, they are unable to profit from this themselves.But if they want to make money, and have the talents to do so, why can’t they just skip a level and head straight to the professional ranks? Nothing is making these student athletes attend college, right?Again the NCAA rears its ugly head.Although certain sports like baseball and soccer currently have no restrictions on when an athlete can start making money in their given field, basketball players have the option to be “one-and-done” and head to the NBA after their freshman year, and football players can leave campus after three years.ESPN reported that Big Ten Commissioner Jim Delany said Wednesday that the idea of forcing athletes to attend a university before they go into the field is ludicrous.“Maybe in football and basketball, it would work better if more kids had a chance to go directly into the professional ranks. If they’re not comfortable and want to monetize, let the minor leagues flourish,” Delany said.These years spent in college are often for the protection of the players, and it would be incredibly difficult for a player to make the jump directly from high school to the NFL due to the change in speed. I tend to agree with Delany.Before the NCAA and NBA implemented the rules in basketball that forced a player to wait at least a year before joining the league in 2005, there were numerous athletes who made the jump and succeeded. Players like Los Angeles Lakers guard Kobe Bryant in 1996, Houston Rockets center Dwight Howard in 2004 and Brooklyn Nets forward Kevin Garnett in 1995 have all been perennial All-Stars since joining the league. Not to mention the fact that Miami Heat forward Lebron James in 2003 will go down as one of the greatest players in the history of the game without ever playing a minute of college basketball.Sure for every Lebron there is a Kwame Brown, center for the Philadelphia 76ers, that cannot cope with the speed and physicality, but they should be allowed to take that risk themselves.If a player judges they are capable of holding their own in the league, that should be their choice and theirs alone, not one of a larger governing body.In most other fields, this sort of thing would come off as utterly ludicrous. Imagine if Michael J. Fox or Justin Timberlake were forced to postpone their careers in entertainment for a couple of years because a group decided they needed the experience college could grant them.Even if a player does have that extra experience, there is no guarantee they will become a star. Former Ohio State center Greg Oden is considered one of the NBA’s biggest busts because of suffering through a multitude of knee injuries. Oden even spent his required year in college instead of just jumping straight from high school.While the discussion continues about whether or not players should be paid. it is time for a change in the NCAA rulebook.The removal of a player’s requirement to attend college will slow, at least partially, the number of scandals involving student athletes being compensated that have surfaced in recent years.Overall, a rule change would be beneficial to all parties involved, so it would only make sense if such a rule change were to be implemented.Delany said it best.“Why is it our job to be minor leagues for professional sports?” read more

Ohio State Cincinnati football connection runs deep

OSU won, 21-14, in overtime.Credit: Lantern file photoWhile 109 miles of interstate and city streets separate Ohio Stadium from Cincinnati’s Nippert Stadium, there are deep ties connecting the programs that play in each arena.From Ohio State coach Urban Meyer to junior defensive lineman Adolphus Washington, there are numerous Buckeye coaches and players who have, or could have, spent time on the Bearcats’ sidelines.After a brief stint in minor league baseball, Meyer played defensive back at Cincinnati before graduating in 1986. OSU cornerbacks coach and special teams coordinator Kerry Coombs was on the Cincinnati staff from 2007-11, tight ends coach Tim Hinton was an assistant with the Bearcats from 2004-09 and Washington — one of four Cincinnati natives on the team — received his first collegiate scholarship offer from the Bearcats as a freshman in high school.Meyer described his ongoing connection to Cincinnati as a “very strong, emotional attachment,” even beyond his own experience at the school.“My sister is associate provost at Cincinnati, my other sister was a homecoming queen there,” he said Monday. “Obviously my dad, my grandfather, just a strong history at UC.”While he played college ball at Nippert Stadium, Meyer never spent time on the sidelines as a coach like Coombs and Hinton.Coombs said the personal and professional connections he and his wife have to Cincinnati led to his turning down offers from other major college football programs before Meyer came calling.“When we had the opportunity to go to Notre Dame, we were staying in Cincinnati,” Coombs said. “Cincinnati is our home.”The Colerain, Ohio, native said he and his wife, Holly, grew up within miles of each other and added the draw of coaching at OSU under Meyer was the only thing that could have torn him away from Cincinnati.“When Urban called, I called my wife and said ‘Hey, I just wanted to let you know I got this phone call today, and kind of before I tell him no I just wanted to let you know that,’” Coombs said. “She said ‘Don’t you tell him no,’ and I said ‘Is that right?’”Coombs said his wife told him “let’s go do this, we can make it work,” with the simple reasoning that Columbus is less than two hours away from their lifelong home in Cincinnati.While his wife made the decision easier, Coombs called the conversation “terrible” that he had with then-Cincinnati coach Butch Jones to tell him he was leaving for OSU. He said conversations with others were just as bad.“It was hard for me to tell anybody,” he said. “I mean, that’s my hometown, and I grew up on the Reds and the Bengals and the Bearcats.”Coombs said growing up with exposure to the Buckeyes made his transition easier, but added that telling the players he recruited to Cincinnati was the hardest part about leaving. He said some of the players he recruited still play for the Bearcats, but one player he tried to get to Cincinnati is set to be on the OSU sidelines when the two teams play on Saturday.Washington said he took an official visit to Cincinnati and had the Bearcats just behind the Buckeyes on his final list.“It actually was my second choice,” he said. “Coach Coombs, when he was there, did a great job of recruiting me, but I just felt like Ohio State was the best place for me.”Like Meyer and others around the OSU program, Washington’s connection to Cincinnati goes beyond recruiting letters and official visits.“I went to basketball games (at Cincinnati), because my granddad worked there for like 35, 40 years,” Washington said. “He was a janitor and he would get tickets and we would go to basketball games there.”Just like Coombs said the draw of coaching under Meyer was a key to his decision to move to OSU, Washington said the chance to play for the two-time national champion was too much to pass up.“Didn’t know a lot about him (Meyer), but I knew he had won two national championships (at Florida),” Washington said. “So I figured I could probably get one under my belt in the four years he was there.”While the draw of potentially winning titles contributed to Washington’s decision to pick OSU, Hinton said he was fortunate to be at Cincinnati — which has yet to win a national championship — for some of the program’s most successful seasons.“It was a phenomenal run, you’ve got an Orange Bowl and Sugar Bowl,” Hinton said of his time with the Bearcats. “And how special was that when you’re a UC guy? It was very, very special.”Whether Washington will win the national championship he hoped for is yet to be seen, but he is set to at least have a shot to win one game against the school he nearly attended on Saturday.Coombs said the matchup will be fun for him, but because of his deep-lying connections with the Bearcats, he said the game will be more difficult than his average Saturday on the sidelines.“Football is always fun, I don’t have any days that aren’t fun,” Coombs said. “But it’s harder, for all those reasons, I think it’s harder.”The Buckeyes and Bearcats are set to kick off at 6 p.m. at Ohio Stadium. read more

Govt alarmed over functioning of toll plazas by pvt players including R

first_imgIn a major breach of contract, the government has raised serious concern over the functioning of ‘toll plazas’ operated by private players including Reliance Infrastructure Ltd. for suppressing the ‘escrow accounts’.The total volume of the ‘irregularities’ was found to be around Rs. 903 crore, which was raised but was not deposited in the escrow accounts as per agreed terms by the private players. The ‘escrow account’ is a temporary pass through account held by third party during the process of a transaction (of toll collection) between the two parties. It was learnt that on March 10, 2010, the NHAI had an agreement with the M/s PS Toll Road Pvt. Ltd of Reliance Infrastructure for the development, maintenance and management of National Highway No. 4 (approx. 140.35 km). NVTOP An htop like monitoring tool for NVIDIA GPUs on Linux

Now there is NVTOP, a tool that looks similar to htop but displays the process information loaded on your NVIDIA GPU. It works on Linux systems and displays detailed information about processes, memory used, which GPU and also displays the total GPU and memory usage. The first version of this tool was released in July last year. The latest change made the process list and command options scrollable. Some of the features of NVTOP are: Sorting by column To Select / Ignore a specific GPU by ID To kill selected process Monochrome option Yes, it has multi GPU support and can display the running processes from all of your GPUs. Supported GPUs The NVTOP tool works only for NVIDIA GPUs and runs on Linux systems. One of the dependencies is the NVML library which does not support some queries from GPUs before the Kepler microarchitecture. Amazon reInvent Day 3 Lamba Layers Lambda Runtime API and other exciting

first_imgThe second last day of Amazon re:Invent 2018 ended on a high note. AWS announced two new features, Lambda Layers, and Lambda Runtime API, that claim to “make serverless development even easier”. In addition to this, they have also announced that Application Load Balancers will now invoke Lambda functions to serve HTTP(S) requests and Ruby Language support for Lambda. #1 Lambda Layers Lambda Layers allow developers to centrally manage code and data which is shared across multiple functions. Instead of packaging and deploying this shared code together with all the functions using it, developers can put common components in a ZIP file and upload it as a Lambda Layer.  These Layers can be used within an AWS account, shared between accounts, or shared publicly within the developer community. AWS  is also publishing a public layer which includes NumPy and SciPy. This layer is prebuilt and optimized to help users to carry out data processing and machine learning applications quickly. Developers can include additional files or data for their functions including binaries such as FFmpeg or ImageMagick, or dependencies, such as NumPy for Python. These layers are added to your function’s zip file when published. Layers can also be versioned to manage updates, which will make each version immutable. When a version is deleted or its permissions are revoked, a developer won’t be able to create new functions; however, functions that used it previously will continue to work. Lamba layers helps in making the function code smaller and more focused on what the application has to build. In addition to faster deployments, because less code must be packaged and uploaded, code dependencies can be reused. #2 Lambda Runtime API This is a simple interface to use any programming language, or a specific language version, for developing functions. Here, runtimes can be shared as layers, which allows developers to work with a  programming language of their choice when authoring Lambda functions. Developers using the Runtime API will have to bundle the same with their application artifact or as a Lambda layer that the application uses. When creating or updating a function, users can select a custom runtime. The function must include (in its code or in a layer) an executable file called bootstrap, that will be responsible for the communication between code and the Lambda environment. As of now, AWS has made the C++ and Rust open source runtimes available. The other open source runtimes that will possibly be available soon include: Erlang (Alert Logic) Elixir (Alert Logic) Cobol (Blu Age) Node.js (NodeSource N|Solid) PHP (Stackery) The Runtime API will depict how AWS will support new languages in Lambda. A notable feature of the C++ runtime is its simplicity and expressiveness of interpreted languages while maintaining a good performance and low memory footprint. The Rust runtime makes it easy to write highly performant Lambda functions in Rust. #3 Application Load Balancers to invoke Lambda functions to serve HTTP(S) requests This new functionality will enable users to access serverless applications from any HTTP client, including web browsers. Users can also route requests to different Lambda functions based on the requested content. Application Load Balancer will be used as a common HTTP endpoint to both simplify operations and monitor applications that use servers and serverless computing. #4 Ruby is now a supported language for AWS Lambda Developers can use Lambda functions as idiomatic Ruby code, and run them on AWS. The AWS SDK for Ruby is included in the Lambda execution environment by default making it easy and quick for functions to directly interact with the AWS resources directly. Ruby on Lambda can be used either through the AWS Management Console or the AWS SAM CLI. This will ensure developers benefit from the reduced operational overhead, scalability, availability, and pay-per-use pricing of Lambda.
